Import and Export Fair Trade Office Held Hearing on Unbleached Kraft paperboard Liner/Linerboard under Anti-dumping investigation

On Dec. 16, 2004, Import and Export Fair Trade Office held a hearing on Unbleached Kraft Liner/Linerboard under antidumping investigation. Vice investigator Wang Hejun chaired the hearing, about 40 people from Customs Tariff Commission of the State Council, General Administration of Customs, relevant Departments of Ministry of Commerce, representatives of U.S. government and associations, domestic enterprises, lawyers, respondent companies of U.S.A. and interested parties were at the hearing.

It is the first hearing after it was filed. Statements of every side provide a large amount of valuable information and materials for the investigation organs to finally judge the hearing of Products Range under investigation on Unbleached Kraft Liner/Linerboard anti-dumping case. After this hearing, on the basis of fully considering each side's suggestion, Import and Export Fair Trade Office will clarify further the Products Range under investigation, and enable fairer and more objective.

On Mar. 31, 2004, Ministry of Commerce issued Decree No. 10, which said Ministry of Commerce decided to initiate anti-dumping investigation on Unbleached Kraft Liner/Linerboard imported from US, ROK, Thailand and Taiwan. There were 24 enterprises responding to charges, the amount of money involved in the case was 276 million dollars. After this case placed on file, U.S.A. Forest and Paper Industry Association and relevant enterprises raised objections for Products Range investigated, which were put forward by domestic enterprises. On Nov. 25, 2004, American Weyerhaeuser submitted the application to hold the hearing of Products Range to the Import and Export Fair Trade Office.

In order to give every relevant side a chance to fully state one's views, and make the anti-dumping probe fairer, more open, more transparent, according to the provisions in Anti-dumping Regulations of the People's Republic of China, the Import and Export Fair Trade Office determined to hold this hearing.
